Mizoram Records New Covid-19 Cases

Mizoram reported 12 new coronavirus disease (Covid-19) positive cases on Tuesday over two months after its first case was recorded.

“Mizoram has 12 new Covid-19 positive cases. The patients are undergoing treatment at the Zoram Medical College (ZMC) near Aizawl. All are under professional care,” Chief Minister Zoramthanga tweeted early on Tuesday morning.

AIZAWL, May 31: Chief Minister Zoramthanga was so touched by local people in Bihar offering fruits of stranded Mizos travelling home on a train that he took to twitter to exclaim that India is awash with love.

Sharing the video on his Twitter handle, Zoramthanga said, “India is beautiful when it is awash with love.” The Shramik Express train carrying stranded Mizos back home had stopped briefly in a village in Begusarai, Bihar. In the video filmed by one of the passengers, it can be seen how enthusiastic villagers carried food near the train and offered them to the passen- gers.

Zoramthanga also mentioned how a few days back stranded Mizos travelling on a train offered their food to flood-affected victims of Assam. These residents stranded in Delhi were brought safely home on Saturday night.

The special train that carried them reached Bairabi rail station where they were received by team of officials and medical workers led by Kolasib DC Dr H La- lthangliana. The returnees were screened at 10 different screening points as soon as they disboarded the train.

They were 1,436 people, 597 belonging to Aizawl district, 106 to Champhai district, six top Hnahthial district. Fourty- eight to Serchhip district, 37 to Khawzawl district, 90 to Kolasib district, 117 to Lawngtlai district, 110 to Lunglei district, 60 to Mamit district, 30 to Saitual district and 235 were from Siaha district. After they were screened, they were brought to their respective district quarantine centres. ~ Assam Tribune

ZoramthangaAIZAWL, May 30: Mizoram Chief Minister Zoramthanga has written to his Tripura counterpart, Biplab Kumar Deb, urging him to reconsider his Government’s proposal to settle Bru refugees in Jampui Hills in Tripura’s Kanchanpur subdivision. In the letter addressed to the Tripura Chief Minister on Friday, Zoramthanga said, I am given to understand that there is a proposal for resettlement of a good number of displaced Brus residing in Tripura in Mizo-inhabited Jampui Hills and surrounding areas under Kanchanpur subdivision of North Tripura district.

The letter stated that there has been ethnic tension and upheaval between Mizos and Brus, both in Mizoram and Tripura, and any strain between the two communities in Tripura will undoubtedly have repercussions in Mizoram and vice versa, which could defeat the very purpose and spirit of the agreement signed between the representatives of the Bru community, the chairman of TIPRA, the Chief Secretaries of Tripura and Mizoram and the Joint Secretary of the Union Ministry of Home Affairs on January 16.

Zoramthanga urged Deb to reconsider and withdraw the proposal for resettlement of displaced Brus at the traditional habitat of Mizos in Jampui Hills and adjoining areas. Zoramthanga’s letter also mentioned that the Mizo community in four villages of Sakhan Hills had fled their traditional villages due to tension with Brus displaced from Mizoram in 1998.

In view of the above, inter alia, I would posit that reconsideration and cancellation of the proposed resettlement of displaced Brus amidst Mizo traditional settlers of Jampui Hills and arrangement of other appropriate locations is inevitable if the historic agreement signed on January 16, 2020 is to be successfully implemented in letter and spirit, Zoramthanga’s letter read.

Meanwhile, the Mizo Convention of Jampui Hills, an organisation of Mizo people living in Jampui Hills, on Friday protested at Kanchanpur subdivision, demanding resettlement of Bru people outside North Tripura district. ~Assam Tribune

8. Major Works: 15% reduction shall be made with regard to Major Works and
Departments having Major Works shall not take up any work beyond the reduced
budget. This reduction will not include works taken up from other sources of
funding like, CSS, EAP, NABARD, etc.

This budgetary cut will not affect the additional budgetary allocation already made by Finance Department in 2020-21.

B. OTHER ECONOMY MEASURES: To reduce the expenditures of the Government, thefollowing measures shall be taken:

POL for tours and operations beyond the normal entitlements shall be drawn by separate proforma and all such tours and operations with POL issued shall be properly entered in the respective car diaries.

5. The upper ceiling of entitlement of telephone/internet/mobile bills fixed vide GAD Order No.D,25011/10/2018-GAD/PM dated 27.06.2019 shall be reduced by 25%.

AIZAWL, May 21: The Mizoram Government’s decision to allow sporting activities in playgrounds, stadiums and indoor stadiums during Lockdown 4.0 has not gone down well with the State doctors. Doctors have expressed concern over allowing sports activities as it would involve gathering of more than five persons at this critical stage.

“The lockdown is still in force due to the pandemic. It is surprising that playgrounds, stadiums and indoor stadiums have been allowed to reopen. What would be the point of extending the lockdown and asking people to maintain physical distancing? It looks as if we no longer fear the outbreak of COVID-19,” a doctor said.

The doctors also said that even though the State Government had consulted them while framing the guidelines on extension of the lockdown, they were not consulted on this particular matter.

On Tuesday, the Chief Secretary, who is also the State Disaster Management Authority chairman, issued a notification allowing physical exercises and other sports activities in stadiums, playgrounds and indoor stadiums. The notification clarified that the prohibition of games and sports under Clause E of lockdown guidelines meant for sports competitions/events with spectators remain in force. On the contrary, gyms were ordered to remain shut while other commercial establishments and shops were allowed to reopen.

Though Mizoram is currently a Green Zone, Health workers fear that it could turn into a Red Zone in no time, considering the situation in neighbouring Manipur and Assam where cases spiked in a span of a few days, primarily due to residents returning to these States from outside. ~Assam Tribune

AIZAWL, May 20: Five Congress MLAs of Mizoram today donated their basic salary for May to Chief Minister Zoramthanga to fight against COVID-19. Led by Congress Legislature Party leader Zodintluanga, four Congress MLAs handed over the cash to the Chief Minister.

Nihar Kanti Chakma, one of the Congress MLAs, was absent as he was touring the border areas in his constituency. “As per a decision taken in the CLP meeting on May 19, we have donated our basic pay for May to the Chief Minister’s COVID-19 fund alone.

We have not donated to the Chief Minister’s Relief Fund,” Zodintluanga told reporters. His statement reflects the Congress’ skepticism about proper utilisation of the CM’s Relief Fund, to which crores of rupees have been donated.

The five MLAs’ basic pay amounts to Rs 4 lakh. “As we do not know how long the pandemic will continue, we will decide our next course of action depending on the situation,” Zodintluanga said. The remaining 35 MLAs, including 27 MNF MLAs, seven ZPM MLAs and one BJP MLA, had decided to donate 30 per cent of their basic pay from May to December in a meeting held a few days ago.

The Congress MLAs had skipped the meeting. Zodintluanga said the Congress MLAs want withdrawal of the MLAs’ local area development fund to fight against COVID-19. “The Congress MLAs intend to utilise our local area development fund to fight against the pandemic as far as possible,” he said. ~Assam Tribune

Mizoram MinisterAIZAWL, May 11: Mizoram Health Minister Dr R Lalthangliana said he has asked the Centre for help in bringing back stranded Mizoram residents from foreign countries. During a video conference with Union Health Minister Dr Harsh Vardhan on Saturday, Lalthangliana informed him that there are more than 500 Mizoram residents who are stranded abroad.

“Not a single Mizoram resident has been included among the 15,000 stranded Indians brought home by the Indian government,” Lalthangliana informed Vardhan and asked for his help. The Union Minister assured Lalthangliana of all possible assistance, an official statement said. According to official sources, 300 stranded residents have reported to Mizoram government, most of them working in cruise ships and being stuck in the sea. The rest are students, workers and those who visited relatives. So far, about 1,200 Mizoram residents have returned from different states in India.

Over 1,700 people fined: The Mizoram administration has started implementing the recently-approved ‘Containment and Prevention of COVID-19 Ordinance 2020’ and pulled up 1,715 violators under the new statutory order. It may be mentioned here that the Mizoram Cabinet had approved an ordinance known as ‘Containment and Prevention of Covid-19 Ordinance 2020’ a few days ago so that the State Government takes stringent measures to curb further spread of the COVID-19 pandemic.

As per the development, anyone violating the lockdown in Mizoram will be meted out “exemplary punishment”. Last month, stray incidents were reported in Mizoram in connection with lockdown violation. According to Inspector General of Police (Law and Order) LH Shanliana, a total of 1,715 people were fined for violating guidelines and rules ever since the ordinance came into effect, i.e., from May 4. The Police department collected over Rs 4 lakh as fine from violators of the ordinance. The police officer then said that people not wearing masks in public places formed the major chunk of violators of the ordinance.

The state capital Aizawl witnessed the highest number of violators of the ordinance while Lunglei district recorded the second highest number of violators. The new ordinance of the Mizoram government says that any individual who “exposes the identity of COVID-19 patients in print, electronic or on social media without the prior permission from the competent authorities will be punished with imprisonment of 3 months or with a fine up to Rs 5,000 or both”. It further says that Rs 5,000 fine will be imposed on people “who cross border or enter the state, or organizing social or religious events without permission or escaping from quarantine facility”.

A fine of Rs 300 will also be imposed on people who spit in public, Rs 200 for failing to maintain social distancing protocol and Rs 100 for failing to wear mask in public places. The ordinance also seeks to punish anyone who fails to comply with any other instruction or guideline issued by the Centre or State government of Mizoram, including lockdown guidelines issued from time to time with fine amounting to Rs 1,000. Those avoiding or attempting to evade quarantine will be fined Rs 3,000. A fine of Rs 500 will be slapped against those who fail to comply with instructions or guidelines and endangering the safety of others while staying at designation quarantine facilities. ~Assam Tribune

AIZAWL, May 9: Mizoram  is now eyeing for coronavirusfree tag after the State’s lone  COVID-19 patient was discharged from hospital today.  The 50-year-old Baptist  pastor, who was admitted to  hospital on March 24, was discharged from the Zoram Medical College (ZMC) at Falkawn  in the afternoon hours.  Outside the hospital, he was  greeted with a ‘Welcome  Home’ banner by his relatives  and church members. The patient was declared negative on  May 1, after four consecutive  tests.

Rev VL Hruaia Khiangte  had returned to Aizawl from Amsterdam on March 16. He  had tested positive for COVID-19 on March 24, becoming  the second positive case in the  North East.  With all samples that were  tested at the ZMC turning out  to be negative, there is no active COVID-19 case in Mizoram.

However, Mizoram  Health Minister R Lalthangliana said the Government was not in a hurry to  declare the State ‘coronavirusfree’ as new cases could be  detected at any period of time.  “We are not in a hurry to  declare our State COVID-19  free because we are still vulnerable and a new case may  be detected any time,” Lalthangliana said.

CORRESPONDENT AIZAWL, April 23: Hundreds of farmers in Mizoram have received financial assistance from the Pradhan Mantri Kisan Samman Nidhi (PMKISAN) during the lockdown. According to the BJP’s Mizoram unit, an amount of Rs 1,307.40 lakh has been transferred to the accounts of farmers across the State.
A PIB release said Lungtiawii of Khawbung in Champhai district is one such farmer who received Rs 2,000 under the PM-KISAN scheme. “Lungtiawii said that she is happy to receive Rs 2,000 during the lockdown. She has used the money for farming activities,” the release said.

Zodinpui of Kolasib Venglai also received Rs 2,000 in her account under the scheme. She thanked the Centre for helping her during the lockdown period. Scores of farmers have also received Rs 2,000 each in their bank accounts under the Pradhan Mantri Garib Kalyan Yojana.

BJP sources said Mizoram has also received Rs 268.88 lakh under the Pradhan Mantri Jan Dhan Yojana during the lockdown period.

ZoramthangaMizoram Chief Minister Zoramthanga today said that he is personally in favour of extending the lockdown in Mizoram even though no community transmission or any new case of COVID-19 has been detected in the State. “Thanks to our collective efforts, we have managed to contain the outbreak of COVID-19 in Mizoram. However, I consider it best that the lockdown should continue for some more time,” Zoramthanga said.

He added that extension of the lockdown is crucial as new cases were detected in the neighbouring States. “We have been guarding the inter-State and international borders very strictly. Stricter measures will be required in the days to come in view of the situation in our neighbouring States,” he said. The Chief Minister said that he had called for a meeting of all stakeholders, government officials, Health workers, church leaders, local bodies and NGO representatives on Saturday next, but it was postponed till Monday as Prime Minister Narendra Modi would address the Chief Ministers of all States and UTs on Saturday.

As the ongoing lockdown will end on Tuesday, Monday’s meeting will take a decision on whether to continue with the total lockdown or to go for partial lockdown. The State Operational Team on COVID-19, comprising MLAs and doctors, had earlier proposed extension of the lockdown for another 14 days. Meanwhile, all samples of Mizoram have tested negative for COVID-19.

The last batch of samples of doctors and nurses who are attending to Mizoram’s sole COVID-19 patient at the Zoram Medical College (ZMC), too, have tested negative. They were the first to be tested at the newly-established testing laboratory at the ZMC. Earlier, samples were sent to the Silchar Medical College for testing. - AIZAWL, April 9: Assam Tribune

Mizoram Governor PS Sreedharan Pillai has condoled his demise. “During his long and illustrious years of public service, including his stints as a member of the Rajya Sabha, he was a constant beacon that people could depend upon even in the times of darkness.

A champion of value-based politics, he was a classic example of a person with a difference – an ideal public worker. ...he stood for the cause of the nation as well,” the Governor said.

Spreading fake news AIZAWL, March 29: Two sexagenarian men have been arrested in Mizoram for spreading fake news on social media claiming that a person travelling with the lone COVID-19 patient from the State has tested positive for the disease, a senior police officer said on Sunday. With the fresh arrests on Saturday, the total number of persons arrested in the State for spreading fake news on novel coronavirus has risen to 18, he said.

“The fake news was posted on a WhatsApp group by a 62 -year-old man from South Chawngtui village in Hnahthial district and was widely circulated,” Mizoram Inspector General of Police (Headquarters) John Neihlaia said. He is a leader of a local task force on COVID-19 and a member of the Young Mizo Association, the officer said.

Another 60-year-old man from the same village has also been arrested for spreading the fake news, he said. They have been booked under Sections of IPC and CrPC, Neihlaia said. Fifteen people were earlier arrested for spreading fake news on coronavirus. One person was arrested for circulating a fake circular issued in the name of Chief Secretary Lalnunmawia Chuaungo asking Mizos residing outside the State to return home, failing which they will be “declared” non-Mizo.

A 33- year-old woman was arrested on March 24 for hiding her travel history. The woman, after returning from Macau on March 10, lied to officials at Lengpui airport, claiming that she was coming from Kolkata. – PTI

NEW DELHI, March 23: His national comeback plans delayed by the postponement of the upcoming FIFA World Cup qualifiers, India forward Jeje Lalpekhlua is now training at his native Mizoram, where the dreaded COVID19 pandemic is yet to make its presence felt. The pandemic has led to either cancellation or postponement of all sporting events including the upcoming 2022 World Cup qualifiers. India’s home match against Qatar (earlier slated for March 26) and other games against Bangladesh and Afghanistan in June have also been postponed.

“I was really looking forward to the camp in Bhubaneswar. The postponement has come as a big setback. But there’s no room to complain and I fully stand by the decision taken,” Jeje said. Jeje, who has been on a rehab since May 2019, informed that he is itching to get back to action. “I had a knee injury last season and had a surgery in May. My rehab has been complete. I can realise that I’m reaching an optimum fitness level gradually,” he said.

“Initially I started my rehab in Chennai. Then I went abroad and the sessions were excellent. The doctor was really helpful and the physio did individual sessions every day. Sometimes, we had two sessions in a day which helped me recover faster,” he said.

“Since I am in Mizoram now I am continuing individual sessions in consultation with the doctor and physios. I am working hard on my fitness now.” The footballer also conveyed “a big salute” to the medical staff and all others on the frontline in the fight against the COVID-19 pandemic. The coronavirus outbreak has infected more than three lakh people and claimed over 14000 lives across the world. – PTI

All people who have returned from COVID-19 affected states and countries have been strictly asked to observe the mandatory 14 days home quarantine or if home quarantine is not possible to avail the government set up isolation facilities. Anyone in home quarantine must follow all laid down norms of the standard COVID-19 quarantine protocols. The quarantine protocol must be strictly adhered to even by people who appear to be healthy and show no signs of cough, cold or respiratory problems. TRAINING ON MAKING OF PAPER BAGS UNDER SBM(U) IN LUNGLEI

The Urban Development& Poverty Alleviation Department yesterday conducted a one day training on Making of Papers Bags for members of Self Help Groups in and around Lunglei Town. Lunglei Additional DC Pu R. Vanrengpuia graced the inauguration.

The Lunglei Town Sanitation Task Force, the apex body regarding sanitation matters in the District, had in its earlier meetings dated 27th September, 2019 and 26th February 2020, decided on a gradual phasing out of single use plastics across the District. As such, the training yesterday was a concrete step towards attaining this goal, with the Task Force presently exploring and studying various eco friendly alternatives to single use plastics, ranging from cloth bags to paper pouches and bags. Apart from the primary aim of offering alternatives to plastic bags, the initiative has a wider goal of spreading awareness and educating citizens to be more mindful of their plastic use habits.

Member Secretary, Lunglei District Sanitation Task Force, Lunglei DUDO chaired the function. Pi R. Lalhmunmawii, Zobawk was the trainer at this event.

The Solid Waste Management Rules, 2016, and The Mizoram Solid Waste Management Bye Laws 2018 are being implemented in a phased manner within Lunglei Town. Campaign to segregate waste by using a 3-bin system is also underway. At present, waste collection in 16 out of the 24 town area localities are being managed by the either YMA or the Village Council. On the issue of the proposed Solid Waste Management Centre at Riangvai Thlanmual, on the outskirts of the town, the UD&PA Department has submitted the required documents to the Central Government for Environmental clearance.  -DIPR
