In a significant statement which is being view as towads building peace, Mizoram's Home Minister R Lalzirlaiana said that the Mizoram Government is likely to sign Memorandum of Settlement (MoS) with Manipur-based Hmar People's Convention (Democratic) by next month.
Taking part in the on-going Assembly Session today, R Lalzirliana expressed the hope that a landmark MoS would be signed with HPC (D) by next month.
The statement of the Home Minister assumed significant with the Mizoram Government is holding peace parleys with the HPC (D) since the last two years.
The Manipur-based Hmar Peaple's Convention - Democratic is demanding an Autonomous Council in the Hmar inhabited areas of Northern Mizoram bordering Manipur under the Sixth Scheduled of the Indian Constitution.
The Hmar People's Convention (HPC) was formed in 1989 demanding 'autonomy' for the Hmar inhabited areas in North and Northeast Mizoram. The HPC signed a Memorandum of Settlement with the Mizoram Government in 1994, resulting in the formation of Sinlung Hills Development Council. However, dissatisfied with the implementation of the Memorandum of Settlement, the HPC (Democratic) came into existence and went underground in 1995.
On August 10, 2016, the Mizoram Government and HPC (D) started peace negotiation at the official level. The talks was later upgraded to political level with both the parties holding the first political level talks in Aizawl on March 7 and 8 this year.
The Memorandum of Settlement which is likely to be signed next month will herald a new era of peace and development in Mizoram, ending nearly three decades of Hmar imbroglio in the state.
