Mizoram announces Rs 20 lakh for volunteers who die of COVID-19

Mizoram exgratia covid19

AIZAWL, April 7: The Mizoram Government has decided to pay an ex gratia of Rs 20 lakh each to the families of local volunteers engaged in COVID-19 duty if they die of the viral infection, an official release stated today.

This was approved by the Council of Ministers at a meeting chaired by Chief Minister Zoramthanga on Tuesday.

Following the outbreak of COVID-19 last year, the Mizoram Government had set up Village Level Local Task Forces (VLTF) for villages and Local Level Task Forces for urban areas to check the spread of the virus.

These voluntary task forces helped the State Government to a great extent in containing the spread of COVID-19.

The announcement came at a time when a second wave of COVID-19 is looming large over Mizoram.

Mizoram today reported eight new cases of COVID-19, taking the State’s tally to 4,508. Of the new cases, six were reported from Aizawl district and two from Kolasib district.

The new patients include two children aged three and 11, who contracted the disease after coming into contact with infected persons.

Four of the new patients returned from outside Mizoram, while the remaining four do not have any travel history.

Three of a family are among the new patients and the head of the family is the manager of a hotel in Aizawl.

The eight new cases were detected from 1,149 samples tested on Tuesday.

Mizoram currently has 50 active cases, including 39 in Aizawl, six in Kolasib, three in Hnahthial and two in Champhai.

While 4,447 patients have recovered from the disease, 11 have succumbed to it in the State. - Assam Tribune

ASSAM-MIZORAM INTERSTATE BORDER DISPUTE
P.C. Lawmkunga (IAS) Aizawl 8.11.2020.

Much has been said and written on the inter-state border stand-off between Assam and Mizoram arising out of the claims and counter-claims on the boundary between the two States. My attempt here is not to sit on judgment to determine whose claim is legitimate or whose is not; my intention is to recount the adverse impact this imbroglio has on both the States and to urge the authorities to take action to allay the sorry plight of the people it has adversely affected particularly in Mizoram.
ASSAM-MIZORAM INTERSTATE BORDER DISPUTE

How the stand-off started: Mizoram has four sensitive coterminous boundaries with Assam. They are at Thinghlun village in Mamit District, Vairengte town, Saihapui ‘V’ village and Zophai areas, all in Kolasib District. These border villages witnessed intermittent intimidation from across the border during the last few years. However, no incident of serious magnitude has ever taken place before May 8, 2018 when a large posse of armed police accompanied by civilians suddenly attacked the defenseless people at Zophai where a fragile structure of Zofate Chawlhbuk (Mizos’ Gazebo) was being erected. In the melee, a good number of innocent persons sustained injuries. Even media persons were not spared. Thereafter, there was a mutual understanding between the people on both sides to maintain status quo on the border areas. However, the understanding was more honored in breach than observance inasmuch as the Assam side renovated a cinema hall for Forest Office a few metres away from Vairengte Police check post. A mosque was also erected at Zophai, a disputed side.

While these irritants persisted, another ugly incident occurred on 9th October 2020, when a militant mob led by no less a person than the Deputy Commissioner of Karimganj District set on fire the jhum-hut of Mr. John Zolawma and extensively devastated the betelnut trees of Shri Ben David. As if this was not enough, on 17th October 2020, some miscreants from Lailapur (Assam side) pelted stones at the Mizoram Indian Reserve police personnel on duty near the auto stand at Vairengte. Being incensed at the unprovoked attack, the villagers of Vairengte rushed to face the stone pelters and to rescue the IR personnel. They chased away those miscreants and in the fracas, some kachcha houses on the roadside of Lailapur suffered fire damage.

On 17th a mob of Lailapur residents demolished Village Level Task Force-Covid 19’s duty post and gate at Saihapui V. A senior police officer from Assam of ADGP rank on 29th October came there and he was reported to hold out threat  that if all police personnel deployed by Mizoram Government on the border were not withdrawn, all Mizoram-bound vehicles would be halted.

As per understanding during the video conference held by Union Home Secretary with CSs of both the States on 29th October, all stranded vehicles in Mizoram were released but there was no reciprocal action on Assam side till date.

Assam police made their threat a reality: Being concerned over the aggressive attitude of Assam side, Mizoram government strengthened the existing skeleton police forces not only at Saihapui V and Vairengte points, but also at the Thinghmun point. Peeved by the stiff stand of Mizoram government, the Assam police completely halted at Lailapur all vehicles bound for Mizoram from 29th October 2020. As a result, Mizoram’s lifeline for supply of essential commodities was totally cut off for the last 12 days. Over 200 drivers and their vehicles are stranded today in Lailapur and Silchar without sufficient means of sustenance. They are at the mercy of some good Samaritans. Not all vehicles belonged to Mizoram, nearly half of them are from different parts of the country. Request from the government of Mizoram to government of Assam to clear the road and give passage to stranded vehicles fell on deaf ears.

As the Assam government remained a mute spectator of this situation, it cannot but be believed that this illegal blockade of public thoroughfare has tacit approval of the Assam government. The Assam CS who visited Lailapur on November 3 reiterated their demand for withdrawal of Mizoram police from “their land” but kept silent about the economic blockade on Assam side, thereby strengthening the Mizos’ suspicion that the blockade has the blessings of the Assam Government.

As a result, Mizoram suffers acute shortage of supply of essential commodities, of which the serious ones are artificial scarcity of cooking gas and motor spirit. The request from the government of Mizoram to the Government of Assam and MHA to clear the highway at Lailapur drew blank till the time of writing this piece. {vide Mizoram CS’ letter D.O. No F.20015/3/2020 HM No dated 31.10.2020.} This being the situation, Mizoram Government sought the help of IOC to permit them to take indent for cooking gas and motor fuel from their (IOC’S) plant in Manipur. The goodwill shown by IOC as also co-operation of government of Manipur and its people deserve our unqualified appreciation.

Solution urgently required: Boundary issue is too sensitive a matter to be dealt with levity and it cannot be settled overnight. It involves too many hierarchies making the process  lengthy. The two opposing States will rarely come to a term of agreement. The question over the validity of Notification of 1875 as per BEFR 1873 will remain a subject of  hot debate. So will Assam notification of 1933. Meanwhile,  the question many ask is this. Is the border issue a sufficient reason to starve the people across the border and deny them their right to live with dignity and pride? Mizoram is too small a state to challenge Assam in term of population, economy and economic infrastructures.

Nevertheless, does Mizoram too not have a legitimate right to enjoy unhindered supply of essential commodities to feed its people? Has any State, for that matter Assam, the right to brow-beat its smaller and less developed sister state into toeing its line ignoring which the latter should suffer untold miseries? This can happen solely between deadly foes. Or are the Mizos being regarded by the Assam people as their sworn enemies? This action on the part of Assam defy all principles of morality. Will they be courageous enough to take responsibility if anyone in Mizoram died of starvation?

Ministry of Home Affairs too seems to sleep for too long over this imbroglio. Dealing with the delicate issue of this nature in an ad-hoc manner will not take us far. Deployment of Central Paramilitary Forces to maintain peace on both sides of the border is not a panacea for all the ills either. At best, it is too late and too little.  MHA ought to have taken much earlier a pro-active role  in lifting the illegal highway blockade resorted to by the people across the border. If deployment of Central Forces mean withdrawal of Mizoram State forces from the border, then Assam will have no longer excuse to detain vehicles en route to Mizoram. But this is yet to happen. Anyway, there’s no rhyme and reason to make Mizoram and its carriers suffer these unnecessary hardships for no fault of theirs for the last many grueling days. Are MHA and Assam government not having any empathy for the Mizos back home and those who are wrongfully detained in Assam?

The cascading impact of this blockade is two-fold, sorry plight of drivers stranded in Assam and non-availability of enough essential commodities in Mizoram. This has compounded the already economic slump in Mizoram caused by the spread of Covid-19 pandemic. The utter neglect Mizo people suffer and the higher-ups’ insensitivity to their hardships are much more painful than physical hunger and thirst. Even if the highway would be opened after a day or two, the Mizos will have to live with the bitter memories of this nightmare experience. Mizoram deserves  better treatment as it is an integral part of this great country, India.

Following the recent spurt in local transmission cases of the novel coronavirus, the Mizoram Government has allowed four private hospitals here to test samples for COVID-19 with rapid antigen test kits. “In the interest of public service, the Health and Family Welfare Department is pleased to authorize the following private hospitals to carry out screening of COVID-19 by Rapid Antigen Test (RAgT) provided that SOPs for sample collection, data management, management of BioMedical Wastes and all other guidelines issued by the Government from time to time are strictly followed,” an order issued today stated.

The new patients include ruling Mizo National Front MLA from the Lunglei North constituency, Dr Laltanpuia. A onemonth-old baby and a six-year-old child are also among the new patients, sources said. In a tweet, Laltanpuia said he was not sure how he got infected. Except for his recent tour to Vairengte near the Assam border along with other MLAs, he had not travelled to any other place out of Aizawl.

As many as 11 of the new cases were reported from Aizawl, four from Serchhip, two from Lunglei and one from Lawngtlai district. Only three persons, who are nonlocals, have a travel history. The rest of them have been locally infected.

The meeting of the two Home Secretaries dwelt on four major issues and both of them agreed that no steps would be taken in the disputed areas without mutual consultations, consent and agreements of both governments.

Assam Mizoram Border
Replying to the suggestion of Assam Home Secretary to withdraw police forces from the area, Mizoram Home Secretary, Pi Lalbiaksangi answered that taking into account the safety of the residents of Mizoram, the police forces would be deployed by the Government till the situation returns back to normalcy. She added that in the best interests of both states, the two state governments and authorities must mutually agree to, and consult each other before taking any kind of steps in the disputed areas. She pointed that there were no reports at all, of any incidents targeting non-Mizo drivers within Mizoram. In fact, drivers stranded due to the blockade were helped by the YMA, she added.

Shri GD Tripathi, Commissioner & Secretary (Home & Border), Government of Assam suggested that to further cordial relations between the two border Districts, meetings at the Deputy Commissioner Level and other levels be held regularly. He mentioned that the Assam Government was very open to cooperation in the border areas with respect to Covid-19 containment and mitigation.

The meeting agreed that withdrawal of police forces would be taken up once vehicular traffic and the current situation return back to normal.

Cabinet Meeting Mizoram
  • In its meeting held today, 18.10.2020, the Cabinet expressed regret over the unilateral and provocative acts of disturbing public peace and harmony in the border areas at three locations - Thinghlun, Saihapui ‘V’ and Vairengte - of Mizoram by the district administrations of Cachar and Karimganj districts and expects that the Government of Assam will take urgent measures to restore normalcy in these areas.

  • The State Government is actively engaging with the Government of Assam to resolve the current issues at the border areas and has also intimated the Ministry of Home Affairs regarding the transgressions committed by the Government of Assam; and Union Home Secretary has convened a meeting with the Chief Secretaries of Mizoram and Assam through video conference tomorrow, 19.10.2020 at 11:30 AM.
  • The Government of Mizoram also appeals to all persons not to attempt to use the present crisis to further their personal or collective motives.

AIZAWL, Aug 23: A meeting chaired by Chief Minister Zoramthanga on Saturday, which was attended by State Chief Secretary Lalnunmawia Chuaungo and leaders of Young Mizo Association, the state’s largest civil society organisation, decided to write a letter to the Ministry of Home Affairs about the recent “breach of entry protocols” by the Assam Rifles while entering Mizoram.

An official statement said the meeting took a serious note of a team of Assam Rifles personnel refusing to comply with standard operating protocols set by the State government for persons entering Mizoram.
Mizoram Govt. and Assam Rifles

The SOP said anyone entering Mizoram should undergo mandatory medical screening for COVID-19 at the Vairengte entry point on the AssamMizoram border. Mizoram government alleged that the team of Assam Rifles last week gate-crashed and refused to undergo screening.

“The meeting took a serious note of the Assam Rifles team refusing to comply with the State government’s guidelines while the State government and the public at large have been taking every precaution to contain the spread of COVID-19 pandemic, the paramilitary force’s refusal to attend the Independence Day function and other incidents,” it said. ~Assam Tribune

The Mizoram Government and the Assam Rifles (AR) are at loggerheads over the alleged “forceful entry” of a few personnel of the paramilitary force into the State on Wednesday. The Mizoram Government alleged that a team of Assam Rifles men breached the protocol issued by the State Government by refusing to undergo screening at the Vairengte checkgate on the Assam-Mizoram border.
Mizo Govt vs Assam Rifles

The Mizoram Home Department said that a team of 15 Assam Rifles personnel belonging to Sector 23 stationed here, refused to comply with the entry and medical screening protocols at the border entry point and entered the State forcefully at around 3.30 pm.

“A team of 25 other personnel were also rushed from Aizawl to Vairengte to intimidate the officials and four of them allegedly surrounded the officer-in-charge of the local police station, who tried to explain the protocols to them,” Secretary of Mizoram Home Department Zaihmingthanga said in a letter to Brigadier Vinod S, the DIG of Sector 23, Assam Rifles posted here.

“It is unfortunate that the rogue behaviour by the Assam Rifles personnel took place when the State is struggling to control the high rate of COVID-19 positive cases and to prevent the community-level spread of the virus.

The State Government is extremely cautious about the entry of residents and nonresidents. Moreover, statistics show Assam Rifles is the second highest contributor of COVID-19 positive cases among those from military and paramilitary forces stationed in the State,” the letter added. Among five airports in the country having tabletop runways, Mizoram’s Lengpui airport is safe for landing of passenger aircraft like Airbus A320 and mid-size cargo planes, an official said. The official’s assertion came in the backdrop of an Air India plane crashing at Keralas Kozhikode airport, killing at least 18 people Friday. J Lalhmingliana, Principal Consultant in the Civil Aviation wing of the General Administration department, told PTI that the runway having 2,500 metres length and whose breadth is 45 metres, has enough space and is strong enough for safe landing.

Mizoram’s Lengpui airport safe for landing

Lengpui airport, the lone one in Mizoram, is located about 32 km northwest of capital Aizawl. Four airports having tabletop runways at Kozhikode, Mangalore (Karnakata), Shimla (Himachal Pradesh) and Pakyong (Sikkim) are operated by the Airports Authority of India (AAI), while the Mizoram’s Lengpui airport is with the state government. Tabletop runways are constructed on hilly or elevated terrains. Also, there could be low lying areas adjacent to such runways and there could be gorges at the end of such runways.

Lalhmingliana said that the airport has almost all the required safety features like Instrument Landing System (ISL), runway lights and Doppler Very High Frequency Omni Range (DVOR), among others. He said that the two-decadeold airport is fit for landing of passenger aircraft like Airbus A320 carrying 190 to 200 passengers and cargo planes and transport aircraft like C-17 Globemaster, Il-76 and super hercules, among others.

“Unless there is human error, plane crash and other accidents are unlikely to happen,” he said. He said that the airport had witnessed a minor incident 10 years ago, when a charter airlineNorth East Shuttle- carrying around 15 passengers fell off to not so a deep gorge due to wrong landing by an inexperienced pilot.

However, there were no casualties, he added. Lalhmingliana said that the runway of the airport is normal though it has been classified as tabletop. According to the official, renovation and extension of the airport- its building and terminal- is in progress during Covid-19 period. He said two airlines-Air India and IndiGo are currently operating from the airport. – PTI

Driver handymen test positive in Mizoram

AIZAWL, Aug 7: Eighteen drivers and handymen of trucks stranded in north Mizoram, have tested positive for COVID-19. An official source said till this morning, 320 samples of stranded truckers and local people were tested and 18 truckers and a 12-year-old local boy turned out to be positive.

Several trucks have been stranded on the National Highway-306 in Kolasib district, which is the economic lifeline of the State, owing to road repair works. This has prompted the Kolasib district administration to declare the stretch of the highway between Sethawn and Thingdawl villages as a containment zone from 6 pm on Thursday. Kolasib Deputy Commissioner Dr H Lalthlangliana told reporters that mass rapid antigen tests were conducted on the stranded truckers as well as the local villagers.

“So far, 18 truck drivers and a 12-year-old boy of Sethawn village have tested positive. They have been shifted to the COVID Care Centre at Thingdawl and testing is continuing in the area,” he said. “Those who came in close contact with the positive persons but tested negative, are being quarantined. There are 22 such people who have been kept under observation,” he added. The DC said that there are still 572 trucks in the containment zone whose drivers and handymen are yet to be tested.

Moreover, 107 Mizorambound trucks are also stranded at Lailapur in Assam, he said. He said the truckers who tested negative were allowed to leave the containment zone and 89 trucks have already left. Meanwhile, two new positive cases were detected in Aizawl on Thursday night, taking the State’s COVID-19 tally to 558, including 251 active cases. ~Assam Tribune

“If the State Government judiciously uses funds and completes the projects in time, there will be no trouble in funding from the Central Government. The State Government needs to tap its rich eco-tourism potential for post-COVID scenario,” he said. Mizoram Tourism Minister Royte said that he was happy that Mizoram has become one of the few States in India to get a golf course. He hoped that the golf course and resort would attract large numbers of visitors, which in turn would boost the income of the local people of Thenzawl.

The golf course at Thenzawl has been designed by Graham Cooke and Associates, one of the top-ranked Canadabased golf course architectural firms. The total site area measures 105 acres and the play area runs to 75 acres. There are 30 eco-log huts, cafeteria, open air food court, reception area and waiting lounge, etc.. The competitive advantage of the Thenzawl Golf Resort is that it will provide quality golfing experience and international facilities at a fair price. ~Assam Tribune

Zoramthanga hails Mizo AccordAIZAWL, June 30: Greeting the people on the 34th anniversary of the Mizo Accord signed between the Indian Government and the then outlawed Mizo National Front, Chief Minister Zoramthanga today hailed the peace accord as one of the most historic and successful peace accords ever signed. “#MizoramPeaceAccord 1986 was signed 34 years ago today. Peace has come a long way for the Mizos.

Saluting and congratulating everyone on this Remna Ni (Peace Day),” Zoramthanga tweeted. Zoramthanga, who was the vice president of the MNF when the peace accord was signed, also shared old photos of his guerilla days and the aftermath of the peace accord, on his Twitter handle.

In his video message aired by local TV channels, the rebelturned-politician said the Mizo Accord was to the satisfaction of neither the MNF nor the Indian Government at that time. “It was an outcome of prayers of the people as well as NGOs and churches. It was the gift of God for our own good,” he said.

Zoramthanga said that the Mizo Accord has stood the test of time and brought about lasting peace in the State. Asserting that the accord put to an end two decades of insurgency and unrest in the State, Zoramthanga urged the people to cherish and safeguard it.

On June 30 in 1986, peace had returned to Mizoram with the signing of the four-page Mizo Accord in New Delhi under former Prime Minister Rajiv Gandhi. The then Union Home Secretary, RD Pradhan, MNF chief late Laldenga, and former Chief Secretary of the Mizoram Government, Lalkhama, put their initials on the document. - Assam Tribune
