About the College


Located in the heart of the city, Aizawl College, the second oldest college in Aizawl, was established in the year 1975. It was affiliated to the North Eastern Hill University (NEHU) in the year 1975 upto 2002, and received recognition from the Government of Mizoram in 1976. It was upgraded to Deficit Grant-in-aid status with effect from the 1st November 1984 and became Government on the 1st January 1989. The college was included under Section 2(f) of the UGC Act 1956 and Section 12(B) of the UGC Act 1956 with effect from 17.3.1987. While affiliated to NEHU, the college was one of the prominent members of the NEHU family. It is now affiliated to MZU and here too the college continues to occupy a prominent position. The College has two streams – Arts and Commerce, with eight  disciplines in the Arts stream offering both Elective and Core courses.

Campus Report

The college is in the process of developing a new campus at Salem Veng, Mualpui, just a short distance downhill from Rajiv Gandhi Stadium on the outskirts of Aizawl. The area is approximately 12471.50 square miles or 9.32 bighas.

Keeping in view the fact that the college did not  have a permanent site and that its present location within residential quarters was too restricted for the estabishment of a large, well-developed campus, on the 26th June 2009, student leaders met with the Chief Minister of Mizoram with the intention of acquiring the land around the Speaker's bungalow for extension of the college campus. As this was not possible, the Chief Minister advised the students to search for an alternative plot of land within Aizawl city, vide letter No. B. 160 13/4/2007EDC/16 dated March 2010. Subsequently, Aizawl College Teachers' Association (ACTA) leaders pursued the case by arranging a meeting with the then Minister-in-charge on the 15th September, enquiring about available land. The Minister arranged a meeting on the 5th October 2010 in his office chamber, attended by the Director, Higher & Technical Education, the Joint Secretary, college Principal and ACTA members.The Minister then announced that a plot of land which had been previously earmarked for Govt. Zirtiri Residential Science College  at Salem Veng, Mualpui, would be given to Govt. Aizawl College by free allotment.

Since there were three privately owned plots of land within the aforementioned land, efforts were made time and again to settle the issue. After lengthy negotiations, an agreement was reached on the 30th September 2011 between the concerned parties, and the college finally acquired the land with land lease No. DLL 24 dated April the 23rd 2012. According to the agreement, the land would be leased for twenty five years, with a provision for it to be leased for ninety nine years. 

In the meantime, the UGC was approached for financial backing in the development of the campus and on the 7th February 2012,  the North East Regional Office of the UGC issued letter No. F-16-32/2011-12/WH/NERO for the sanction of Rs 40,00,000 (rupees forty lakh only) as Grant-in-aid for the construction of a women's hostel under "Special Scheme outside Plan Allocation." Half of the amount was immediately released as 1st installment. Architect Jerome T. Liansanga, who heads a reputed, registered architectural firm, was selected to take up the all-important task of drawing up a blueprint plan for the new campus infrastructure. Work began with clearing land for building a dirt approach road to the site. 

Construction for the Women's Hostel and the Commerce Building are currently being undertaken by the state Public Works Division.
(1) The Women's Hostel will cover an area of 2244 sq. ft and  68/33 ft height. Funded by UGC (Nero), 50% work has been completed so far.
(2) The Commerce Academic Block is funded by the Special Plan Assistance (SPA). In 2014, the state government issued a sanction of Rs. 300,00,000  (three hundred lakh only) for the project. With an area of  1450.55 Sq. mt., the estimated cost of construction is 3 crores.  60% work has been done at the time of this report.


The Ministry of Human Resources Development, Govt. of India vide its order no. F. 23-13-2009-TS-III Dated 30th of Oct. 2009 and 3rd March 2010, had decided to set up ten new NITs. In view of the above NIT Mizoram was started in the year 2010 in the state of Mizoram with an objective to impart education, research & training leading to B.Tech, M.Tech & PhD. degrees. This institute has been declared as an Institute of National Importance by an Act of Parliament. Here the students are admitted through All India Entrance Exam- Joint Entrance Exam (JEE Main).

When Mizoram became a Union Territory on 21 January 1972, it was divided into three districts: Aizwal, Lunglei and Chhimtuipui. Later five more districts were carved out of the already existing three districts.

A district of Mizoram is headed by a Deputy Commissioner who is in charge of the administration in that particular district. He has to perform triple functions as he holds three positions as the Deputy Commissioner, the District Magistrate and the District Collector.As a Deputy Commissioner he is the executive head of the district.The District Magistrate is responsible for maintaining the law and order situation in the district.As the Collector he is the Chief Revenue Officer of the district who is responsible for revenue collection and recovery.
Superintendent of Police (SP) controls the police administration of each district.
A district is divided into one or more subdivisions, further divided into tehsils and blocks.

PROFILE OF GOVT. LAWNGTLAI COLLEGE, LAWNGTLAI


HISTORCAL BACKGROUND

          Govt. Lawngtlai College, Lawngtlai had been established by the people of Lai Autonomous District Council in the year 1980. The college has henceforth, been run by the con concerted efforts of Political, Social and religious leaders, and the local people through numerous hardships for about eight (8) years till it was placed under deficit status with effect from 1, 7, 1988 (vide Govt. of Mizoram letter No.B. 16013/1/88-EDC/84 of 17.1.1989). Presently, it continues to be the only college catering to the needs of the people within the entire district having a population of about 45,000. Right from the beginning, the college has produced successful under – graduate students, and has continued to maintain an impressive academic record especially in view of its being located at such a remote and backward region of the state of Mizoram.

LOCATION
          Govt. Lawngtlai College is located at Lawngtlai in the southern and remote region of Mizoram 300 kms away from Aizawl, the capital City. The college is ideally situated on a hillock within Lawngtlai town, but away from the noises and other distraction of town. It has an approach road of 700 mtrs (appox) branching off the main (National Highway No. 54). Lawngtlai is the headquarters of Lai Autonomous District Council as well as the Administrative headquarters of Lawngtlai District, one of the eight administrative districts in the state. Lawngtlai town caters to the needs of more than a hundred villages which fall under the administration of the Deputy Commissioner, Lawngtlai District. There are around twenty(20) high schools and four Higher Secondary Schools (both Govt. and private) within the district serve as the feeders of the college.

Mission/Vision

The college is established to offer and impart higher education to the rural and  backward people of the state. Even though Mizoram occupies the second position in the terms of literacy rate at the national level, Lawngtlai District continues to be the most backward among the eight districts in the state in key social and demographic with records to literacy percentages and  gradually eliminate  this gap.
