Bio Data of Professor Lallukhum Fimate

Born on the 1st. of March, 1950 at Parbung, Tipaimukh Sub-division, Churachandpur, Manipur. Passed MBBS from Andhra Pradesh University, 1972, M.D (Forensic) from AIIMS, New Delhi, 1981 and National Teachers Training Certificate, BHU, 1996. Fellow of World Health Organization (WHO) at Canada, U.K and Germany in 1996, and also All India Medicos Society in 1996. 

His wife Thangneikim Fimate, who is also a Class-1 Officer serving as Programme Executive, All India Radio, Government of India. They have three children in all, of whom two are daughters, the younger one is twin to the son . The two brilliant daughters seems to love their fathers profession that the eldest one Dr. Olivia Fimalalkim had passed her MBBS in 2002 from RIMS, and she is presently living in Delhi. The younger one Miss. Phirthangmawi is also doing her MBBS course at Lady Hardinge Medical College, New Delhi. His only son Mr. Lalrobul is doing his B.Sc- II yrs in Bio-chemistry at Chennai University. To the best of my knowledge, Fimate's family are the Cream of the Manipuri Society in all respects especially in the academic field as well as social service. 

Prof. Fimate is a man of integrity and principle. You may be wondering to see his enthusiasm or ability to show smiling face in any situation whether good or bad. He is no doubt very smart, handsome, fair and diplomatic. He has vast contributions to the Government of Manipur, Govt of India, and to the world in the field of forensic sciences and also to his community (Hmar). 

It is under his dedicated initiation as a social leader that the construction of the Hmar Community Hall at Lamphel is almost completed. He was a Founder Honorary President of Hmar Youth Association (HYA), Imphal (a philanthropic organization). He authored the book of Thina Rapthlak in Hmar dialect. He appeared both in Asia's Whos Who of Man of Achievement and Indo-Arab's Who's Who of Man of Achievement. 

Apart from his active social involvement, he is a God-fearing person and he takes part in various Church activities. He is the Founder Honorary member of Saikot Children's Home, Churachandpur, and also attended a training course for Church leaders organized by the De Verre Naasten's (DVN) in Kampen, the Netherlands, 2003. May God shower His blessing upon him and may his tribe increase.

LOCATION-
The SRHF is located on an important road connecting Aizawl with the southern part of the state through Lunglei city. It is about 14 Kms from Aizawl with travel time of about 20-30 min.
HISTORY-
Construction work on the State Referral Hospital commenced in 1999 after funds were received from the Planning Commission, Government of India following approval of Rs. 40 crore for the proposal by the then Prime Minister, Mr. H. D. Deve Gowda in 1996.
The State Referral Hospital, Falkawn (SRHF) had a humble beginning when it started functioning as a 50 bedded hospital in the Administrative Building from 21st July 2005, with just a handful of staff. Subsequently, the Hon’ble Chief Minister, Mr. Lal Thanhawla, commissioned 150 beds on 10th Dec 2012 with provision of the following services–

Mizoram Institute of Medical Education & Research (MIMER) was established under the Centrally Sponsored Scheme ‘Establishment of new medical colleges by upgrading district/referral hospitals’.
A meeting held on the 9th June 2013 under the chairmanship of Pu Lal Thanzara, Hon’ble Health Minister approved “Mizoram Institute of Medical Education & Research”- MIMER as the name of the medical college.
On 19th Feb. 2014 Dr Vishwas Mehta, Joint Secretary, Ministry of Health & Family Welfare, Government of India, gave approval for opening of new Medical College at State Referral Hospital Falkawn and a MoU signed between Government of India and Government of Mizoram on the 16th May 2014 with a total project cost of Rs. 189 lakhs.
Application form for establishing Medical College was submitted to MOHFW for the first time for onward submission to MCI on 29th Aug. 2014 for 50 intake. However, as per the MoU signed and the advice of the MoHFW, preparations were made to resubmit the application form for 100 intakes.
A provisional Consent of Affiliation was given by Mizoram University on the 7th January, 2015.
HSCC (India) Limited was accepted as the consultancy agency on the 25th June 2015.
Application Forms was submitted to MOHFW for the second time for 100 intake on 31st Aug. 2015.
Civil Works commenced at SHRF by contracting agency of HSCC (KMV Projects Ltd) on 6th Oct. 2015.
Inspection of SRHF was conducted by Dr. L.A. Singh, Regional Director, MOHFW on 25th Nov. 2015 who reported to MOHFW about the status of the SRH and on-going work.
Application Forms was submitted to MOHFW for the third time for 100 intake on 6th July. 2016.
MCI assessors comprising of Dr. Ujjwal Bhattacharya, Co-ordinator, Dr. B.K. Bezbaruah and Dr. Khursid Alam inspected the proposed medical college on the 5th & 6th January, 2017.
Application Forms was submitted online to MOHFW for the fourth time for 100 intake on 3rd August. 2017 physical copies were submitted on the 5th July, 2017. Inspection of MCI is expected any time from October onwards.

AIZAWL, Nov 1: In spite of the Congress Government’s ambitious project to make Mizoram self-sufficient in rice production through its flagship New Land Use Policy, the hilly State has a very long way to go to achieve that. A two-year research by Prof Vishwambhar Prasad Sati and research scholar Lalrinpuia Vangchhia revealed that of the 1,727 families surveyed across the eight districts of Mizoram, only 12.4 per cent was secure in food stock. “The majority of the families will go hungry if import of rice to Mizoram is discontinued for a week,” the survey said. 

The survey, which findings have been published in a book form by Switzerland publisher Springer, was conducted in two villages each in the eight districts of Mizoram covering all households in the villages, except for Lengpui where only 80 per cent families were surveyed. Of the 1,727 rice-farming families surveyed, only 2.1 per cent produced surplus rice. While 4.3 per cent produced enough rice for their annual consumption, the remaining 95.6 per cent did not produce enough rice and depended on PDS rice or retail shops. While 13.7 per cent families surveyed entirely depended on imported rice 73.9 per cent produced little amount of rice but almost entirely depended on imported rice. 

Even as majority of families in the rural areas heavily depended on rice from government-subsidised public distribution system (PDS), of the 16 villages surveyed only 11 villages get regular ration. The remaining five villages are unable to purchase rice from the government retail shops regularly even if they have money, the survey found out. This implies that at least 30 per cent of the entire villages in Mizoram do not get regular supply of rice from the PDS, the survey said. The survey found that while majority of the families depended on agriculture, their contribution to village’s annual income is a meagre 0.4 per cent while government employees who constituted six per cent of the total families surveyed, contributed 69.7 per cent of the total income. 

The survey also found that there was 3.5 per cent families whose annual income was less than Rs 5,000, while families whose annual income was between Rs 5,000 to Rs 10,000 accounted for 33.4 per cent. There were 11.3 per cent families whose annual income was between Rs 10,000 to Rs 20,000 while 25.3 per cent families generated above Rs 20,000 annual income. On climate change, the survey said that 98.1 per cent families agreed that temperature was on the rise by the year, of which 28.5 per cent claimed that the rise in temperature had positive effects on their farm products and livestock. While 41.2 per cent said climate change had negative impact, the remaining 28.2 per cent did not see any impact of climate change on their crops. 

Those who said global warming had positive impact, experienced that uncultivable land became cultivable due to the rise in temperature. “This shows that global warming has positive impact on those areas with cold climate, like eastern Mizoram, while northern and western parts of Mizoram that have hot climate experience negative impact of global warming,” the survey said. The survey also found that of the 1,727 families surveyed, 25.5 per cent said that proper irrigation was their major need while 24.2 per cent said they needed pesticides, fertilisers and scientific method the most to boost their farm product. The survey made a conclusion that as many as 90 percent of families in Mizoram depended on imported agricultural products and only ten per cent was self-sufficient.

AIZAWL, Nov 1: Gauhati High Court has ordered a CBI probe into the controversial Mizo Carbon Pvt Ltd that allegedly received transport subsidies to the tune of over Rs 3.41 crore. Aizawl bench of the Court issued the order on October 31, acting on a petition filed by civil activist Vanramchhuangi, aka Ruartfela Nu, the acitivist’s lawyers C Lalramzauva and TJ Lalnuntluanga said. The Mizo Carbon has claimed to have processed charcoal at its unit in the Industrial Growth Centre at Luangmual in Aizawl. 


As per its record the firm enjoyed Central Transport Subsidy (CTS) and Central Capital Investment Subsidy (CCIS) for purchasing 3,690 MT of coal from Meghalaya and transported to Mizoram. Coal was transported at the cost of Rs 116,84,250 by Zoram Transport Company located at Zemabawk and 321.26 MT of carbon produced from the purchased coal was sold to Central Lime Industry, Lengpui at Rs 26,23,023. However, there are no companies by the name of Zoram Transport Company and Central Lime Industry to be seen in real, Vanramchhuangi said. She alleged that the industry has illegally received CTS and CCIS amounting to Rs 341,65,086 since its inception in 2011. The issue has snowballed into a hot potato among the political parties with the main Opposition Mizo National Front (MNF) implicating then Transport Minister Zodintluanga being involved in the misappropriation of transport subsidies.
