AIZAWL, Oct 6: Mizoram State BJP has submitted a Rs 6,000-crore Namani Tlawng river project to the Central Government, the party spokesperson Johny Lalthapuia said. The Namani Tlawng River Project is similar to the Namani Gange Programme, a flagship programme of the BJP-led Government which aims to rejuvenate, conserve and clean the Ganges, Lalthapuia said. Tlawng river is one of the longest rivers in Mizoram, that originates from Zopui Hill in southern Mizoram and flows northward close to Aizawl and finally enters Cachar of Assam. Tlawng has historical significance to the Mizos as the Ganges has to the people of India. Now, urbanisation and climate change have posed a threat to this important river. 

“We have sought assistance from the Centre to rejuvenate and conserve the river, Lalthapuia said. He said the project will cover 234-km stretch of the river, with an area of 1918 square km. The project will involve conserving the river source, cleaning the river and prevention of flood that causes tragedy annually, he said. The party is optimistic that the Centre will approve the project as it is known for its commitment to protect the environment and rivers in India, he said.

AIZAWL, Oct 6 : The Mizoram Government is not ready to begin the process of Bru repatriation from the first week of November as desired by the Centre for different reasons, an official said today. 
It would not be possible to start the proposed Bru repatriation from the six relief camps in North Tripura district from November one for different reasons, including lack of prompt action by the Centre on fund allocation, state Additional Secretary for Home Lalbiakzama told PTI.

AIZAWL, Oct 5: The 60 MW Tuirial hydro electric project in northern Mizoram, expected to be commissioned this month, will be the costliest power project in India, according to State BJP. When the project approved in 1988, is finally completed after 19 years, the cost of power per unit will be Rs 8.44, the highest in India, BJP said in a release today. While the State currently purchases power at the rate of Rs 4.25 per unit from outside the State, purchasing the same at Rs 8.44 per unit, that too from State’s own hydel project, is not feasible for an economically backward State like Mizoram. The high cost of power, according to BJP, is caused by the high cost of the project resulted by delays. The original estimated cost of the project was Rs 368.72 crore. 


The project had been delayed by the then Congress Government and the successive Mizo National Front Governments. During the MNF Government, the project had totally come to a halt owing to excessive compensation claims by fake landowners, including then Chief Minister Zoramthanga’s relatives, the BJP alleged. When the power project was finally revived during the present Congress Government, the estimated cost went up to Rs 1381.71 crore, which has caused the high cost of power. However, 12 per cent of power produced by Tuirial will go to Mizoram as royalty

AIZAWL, Oct 4 : Mizoram’s former Chief Information Commissioner (CIC) Robert Hrangdawla was today arrested for allegedly trafficking decongestant drug Pseudoephedrine to Myanmar, district court sources said. The retired Indian Administrative Service (IAS) officer was arrested by the State Health Department’s Food and Drugs Administration (FDA) officials and produced before the Court of the Aizawl District and Sessions Judge Lucy Lalrinthari, who remanded Hrangdawla to judicial custody. FDA officials seized 10 lakh medicine tablets suspected to be Pseudoephedrine on February 22 this year at the Lengpui Airport near Aizawl meant for R and R Medicare, owned by Hrangdawla. He was booked under the Drugs and Cosmetics Act, 1940, the officials said, adding that such suspicious consignment had been going through the Lengpui airport several times. 

Earlier, the State Excise and Narcotics department officials intended to arrest him in October 2015 for suspected smuggling of Pseudoephedrine but relented after learning that he was possessing a drug license to import the drugs. FDA Joint Director Lalsawma said that the accused was arrested as he did not maintain records on how he disposed the drugs. – PTI

In the year 1919, the Government of India sent a proposal in respect of the Constitutional reforms to the Secretary,Government of India therein,for the first time, the matter of Public Service Commission was discussed and the provision of establishing the Public Sercie Commission was made under Section 96-C of the India Government Act,1919.However, the said provision did not came into force for a period of 7 years. In pursuance of the recommendations of the Lee Commission appointed in the year 1923,the Federal Public Service Commission was established for the Government of India in the year 1926. The Lee Commission had effectively put forth the necessity of the Commission. Therein,it was emphasised that for effective civil service, it was necessry for it to get protection from political and private influence and that, for that purpose it was necessary to have Public Service Commission for the State. Nevertheless,the India Government Act, 1919 was silent on setting up Province-wise Public Service Commission. However, the Lee Commission had also recommended that for keeping control over the recruitment and in order to curtail the political influence, the Provinces should enact a law for their own respective Public Service Commission.In pursuance thereof, Madrss Province took initiative and it was the first Province to enact a law in the year 1929 and to set up a Provincial Public Service Commission.

On the constitution of Mizoram as full fledged State of India on 20.2.1987. It has become a constitutional necessity under Article 315 of the Constituion of India to have a Public Service Commission to be consulted by the State Government on the matters of appointment to Civil Services and posts under the Government of Mizoram. The very first action of the State Government towards constituting its own Public Service Commission was to create various posts under envisaged Public Service Commission like Secretaries,Clerical Staff,drivers and peon which were a necessity for a establishment. These posts were created vide Notification No. A 11020/1/87P&AR(GSW) dated 10.11.1987. Subsequently,the Government of Mizoram had promulgated another regulation under Article 318 called the Mizoram Public Service Commission Regulation 1989 vide Notification No A.11020/1/87-P&AR(GSW) dated 11.5.1989 which provide Chairman and not more than three Members.
The Government of Mizoram,vide Notification No A 11020/1/87-P&AR(GSW) dated 30.4.1991 had appointed Pu S.R.Vala an IAS Officer of Orissa Cadre,as the first Chairman of Mizoram Public Service Commission. He Joined the Commission on 1.5.1991.Thus ,after four long years of Statehood, the Mizoram Public Service Commission came into existetence. The Government of Mizoram vide Notification No A.11020/1/87 -P7AR(GSW) dated 12.7.1991 has appointed Pu M.Lalmanzuala IAS to be a first Member of the Commission and he joined on 15.7.1991.
